depends on what you want to do. Its not cheap to get power out of a VR6.
Most people generally focus on sorting out the suspension and then add a nice soundtrack with an intake and exhaust. Maybe cams, tune and some head work will make her a bit more peppy. But be prepared to spend a bit of coin

Sorry but LMAO!
Anyway, this is what you need:
-flour
-sugar
-butter
-eggs
-milk
-apples
Start by making me a pie, we'll sort the rest out later.

Okay, put simply: from an N/A VR6 the only way you're gonna get a big power increase is to do a whole bunch of N/A mods to it such as headwork, cams, custom intake, a chip or completely standalone ECU, stroking to 2.9 or 3 litres and possibly a few other things that I've forgotten at the moment. Separately and by themselves, each of these mods don't do much in the way of improvements for what they cost, but together it would form a formidable package while still retaining the N/A response if you felt so inclined.
The more normal approach is to go with forced induction. With the VR6 engines, the heads are the weakpoint as they don't flow enough. I'm pretty sure that's what it is, one of the gurus can correct me if I'm wrong though :D Best way to help that along is to add either a supercharger or turbocharger, with most people in the US going for the latter. Bear in mind that while in most corners of the world, VR6 Turbo setups have been done to death quite extensively, there's really not much in the way of 'breakthroughs' here in Australia and most bits of the puzzle will have to be sourced from overseas or made from scratch - expensive.
Whichever way you look at it, tuning a VR6 to put out some nice figures is gonna cost you an assload. It's an engine that's pretty much designed to be as good as it can be until you throw big bucks at it which, more often than not, are unavailable. Probly cause it's all being chucked into maintenance and making sure the damn thing runs  It's definitely doable, but it's not all that worth it.
cliffnotes; unless you want big power and are willing to spend big bucks, just don't bother!

its either 12V VR6 section or Mk3 section on Vortex. "basic/easy mods to do to a VR6".
Read that, lots of good info.
You can get them to run low 12s/11s as 12V 2.8 and FWD.....but they are pretty savage (quick ratios, 288 deg cams, mickey t's, stripped).
All depends how far you want to go.

replace the engine with a twin turbo R36 engine?
It all depends on your budget but the sky is the limit. We are lucky in OZ because we now have local installers/suppliers of great aftermarket tunes for the VR6. I am going to assume its the 24V VR6 engine you are referring to. Here is the list of Force Induction kits available here in OZ:
1. Single or Twin Turbo from HGP Germany sourced, supplied and fitted by Ramspeed
2. Single or Twin Turbo from HPA Motorsports from Canada, sourced, supplied and fitted by City Performance
3. VF Engineering Supercharger from USA - not sure who can supply this but I would image eurospeed.net.au can as they have worked with VF engineering's kits in the past
4. HPA Supercharger from Canada, sourced, supplied and fitted by City Performance
5. ABT Supercharger from Germany, sourced, supplied and fitted by Ramspeed
For ECU Tunes alone there are many tuners here in AU that offers them with the likes of Revo, APR, GIAC, Kraftwerk(Kubatech). The suppliers are but not limited to Exoticars, Ramspeed, European Autotech, VW Village, Goapr(people help me out here for the other cities)
For cat back exhaust systems like Milltek, Supersprint, Arqray, Kriesseg can all be purchased from pretty much any tuner like BWA Auto, Ramspeed, Best Exhaust, City Performance et al.
Lots of options, then you have high flow cats, headers et al if you want to stay NA.

have a read of this, im pretty sure most of the VR owners on here already have
http://forums.motivemag.com/showthread.php?4761622-How-to-build-a-relatively-inexpensive-reliable-powerful-Vr6.&id=4761622&postid=63843061
unless you have bundles of cash under your bed or mummy & daddy pay for your mods, i reckon your best off finding something that is easier and cheaper 2 make power out of if thats what you really want .
good luck

Golf 4 + asking about VR6 to me means Bora 4mo or R32. Though not sure.
Look at atpturbo.com
Anything involving C2 motorsports or United Motorsports will turn to gold. (yes they are stateside but have awesome reputations for work with these engines)
Kinetic have a kit too.
Depends on which shop is happy to install and tune for you.

I highly doubt it, if i owned an R32 i would not be calling it just a Golf 4 and i don't know anyone who owns a Bora call it a Golf
